Province-Wide Service

Leckie Drafting Services Inc. provides BCIN review and authorization services for residential permit drawings prepared by other designers who are not BCIN certified.

This service allows designers to submit plans for permit approval under the Ontario Building Code, where a qualified BCIN designer is required.

WHO THIS SERVICE IS FOR

This service is intended for:

  • Designers producing residential drawings without BCIN certification
  • Drafting businesses operating under Part 9 of the Ontario Building Code
  • Designers requiring Schedule 1 authorization for permit submission
  • Out-of-province or non-Ontario designers preparing drawings for Ontario projects

Most review work involves experienced designers, where required changes are limited and focused on Ontario Building Code compliance.


HOW THE REVIEW PROCESS WORKS

  1. Drawings are submitted for review as PDF
    • Floor plans, elevations, sections, details, and notes
    • Project information and intended municipality
  2. Code compliance review
    • Drawings are reviewed against Part 9 of the Ontario Building Code
    • Common compliance items are identified
  3. Markup and feedback
    • Required changes are marked up and returned to the designer
    • Markups are provided clearly and efficiently for revision
    • This process may repeat as needed, depending on scope and responsiveness.
  4. Revisions completed by the designer
    • Updated drawings are resubmitted for review
    • This process may repeat as needed, depending on scope
  5. Authorization issued
    • Once compliant, the following are provided:
      • Schedule 1 – Designer Information
      • BCIN authorization
      • Energy Efficiency Design Summary (EEDS), where applicable

These documents are ready for permit submission.

ONTARIO-WIDE SERVICE

BCIN review and stamping services are provided province-wide.

All work is completed remotely using PDF submissions.
No site visits are required.


IMPORTANT SCOPE NOTES

  • This service is primarily a review and authorization role
  • The original designer remains responsible for preparing and revising drawings
  • Changes are typically limited and compliance-focused

In rare cases involving:

  • Out-of-province plan libraries
  • Non-Ontario–compliant designs
  • Restricted file formats

Modifications may be limited to non-scaled adjustments and code-related corrections, subject to client ownership and written authorization.

WHAT IS NOT INCLUDED

To maintain clarity and efficiency, the following are not provided as part of BCIN review and stamping:

  • Full architectural or conceptual design services
  • Major layout redesigns or client-driven plan changes
  • Site plans or surveying
  • Septic design
  • HVAC, plumbing, or electrical layouts

These services are typically handled by the original designer or other qualified professionals.
